The 4 things an account buys the service
A service that charges nothing still gains 4 things from an account: it can keep your history, it can enforce a per-person limit, it can contact you later, and it can count you as a user with a value attached. Only the first of the 4 is also useful to you.
The question is usually framed as suspicion. The answer is more ordinary and more useful: an account does 4 specific jobs, and once they are named you can tell which ones you are getting anything from.

Continuity is the one you benefit from

A limit needs somebody to limit
A daily cap only works if the service can tell 2 people apart. Without an account it must guess from device signals, and guessing is easy to defeat. This is why caps and accounts arrive together, and why a service with neither is making a different bet.
A channel to reach you later
An address makes it possible to announce features, to recover an account and to bring back somebody who stopped visiting. The last of the 3 is worth money, and it is the reason a sign-up form appears on products that plainly do not need one.
A number that has a value
Registered users are counted, reported and valued. That accounting is not sinister and it is a reason the form exists regardless of whether the product needs it. Knowing this is what turns why do they want this into a question with an ordinary answer.

Can a service enforce limits without accounts?
Partly, with device signals, and imperfectly. A service that accepts that imperfection is choosing lower friction over tighter control.
Why do some services ask only after a while?
Because the form is cheapest to show once you already value the product. The timing is a conversion decision rather than a technical requirement.
