From a checkbox to a document
Age checks come in 4 strengths: a self-declared box, a date of birth, a payment card, and an identity document. Strength and data collection rise together, which is the real tension: the check that works best also creates the record you least want to exist.
Age gates are easy to dismiss as theatre, and some are. The reason they keep getting stronger is not marketing, and the cost of the stronger versions lands on everybody who passes them.

The checkbox stops nobody and costs nothing
Clicking a confirmation is a statement rather than a check. It exists to place responsibility rather than to prevent access. Its value is legal, its effect on a determined person is zero, and it collects nothing, which is why it remains common.
A date of birth is a small check and a real record
It is as easy to falsify as the checkbox and it creates a data point that persists. A service now holds a claimed birth date, and that is a stronger identifier than most people consider when typing it. Low protection with a lasting cost is the worst position on the curve.
Cards and documents work and collect the most
A payment card or an identity document raises the barrier substantially, and it hands over a strong, verified identity. This is where the trade becomes sharp: the check that actually protects is the check that ends anonymity. A service choosing it should say what happens to the document afterwards, and most do not.
Why this is not only marketing
Some material must not reach minors, and that is a line rather than a preference. Here it holds regardless of any promise about openness: requests involving minors are refused, and no setting changes that. The honest position is to name the line and to keep the collection to the minimum the line requires.

Do age gates keep minors out?
The weak versions do not. The strong versions largely do, and they collect enough to make many adults leave instead.
What happens to a scanned document?
It depends entirely on the service and on whether verification is handled by a third party. This is the question worth asking before uploading anything, and the answer belongs in the policy.
Is there a check that is strong and private?
Approaches that prove an age range without revealing identity exist and are not yet common. Until they are, the trade described above is the only trade on offer.
